The The Torres Policy Control Server is a flexible, scalable, carrier-grade rules and decision engine that makes policy decisions in real-time in response to user, application, network, plan and other state information. It is a vendor agnostic platform that integrates with a variety of network devices (DPI, gateways, content optimization solutions etc.), as well as with OSS/BSS functions such as rating/billing, subscriber databases and third-party services.
Service providers leverage Torres Policy Control Server to monetize the rapidly growing subscriber data traffic, personalize service offerings and optimize network resources for enhancing or sustaining quality of subscriber experience. Service Providers can now own and control their customer experience with this next generation centralized network wide policy platform that provides “mass customization” and rapid service delivery.
The Policy Control Server is 3GPP compliant for the Policy Charging and Rules Function (PCRF) and is network agnostic, supporting 2.5G, 3G (HSPA, EV-DO), 4G (LTE, WiMax) and wire-line (DSL) deployments. Its unique Multi-MessageTM architecture enables prioritized queuing and scheduling of incoming messages for intelligent and fast policy actions in real-time.

Policy Control Server looks at real-time data from the network and subscriber data, and applies policy rules. Rules are executed as network equipment commands, or messages to other systems.
